There must be a purpose Behind starting with a blog. You must have something in your mind which you think that you can easily write it down and share with the whole world. The reason behind this is that you must have some content on your blog to show to the world. If you don't have content on your blog than forget about getting it listed in the top search engines Like Google,Yahoo,Live. So content is the most important thing which you must have in your mind.
Once you have good quality content on your blog you should give it a good look. There are many templates already present for use in blogger .So you can pick one of those templates for your blog. If you get bored of using these templates you can use other templates also which are specially designed for blogger. Just search templates for blogger in google and you will find many resources for templates. But keep one thing in mind
that you should choose such a kind of template which is neat and clean and need not to go for high graphics which will make your blog page heavy to load and inconvenient for other people who visit your site. So try to choose a good looking light template for your blog.
Then you can add various page elements provided by blogger to your blog. Most recommended ones are Labels which lists different categories on which you are writing for example if your blog is about technology and food then label section will include technology and food as the main categories. Other one is subscribe to feeds which will help visitors of your blog to get themselves updated what you are posting to your blog. You can also add google custom search engine to your blog.
Keep one thing in mind that do not try to copy the material of other people and paste it to your blog because you are just wasting your time by doing this as google doesn't like duplicate stuff and and you will not at all listed in any search engine. The reason is that the material you are providing by copying is already submitted to search engines and hence you will be caught there. So always try to add unique content on your blog.
